VOTER SERVICES Absentee Ballot Voting Changes in the Voting Process New Voter Registration Requirements Provisional Voting Office Hours Poll Workers Voter Services - - - - - - - - - - - - - - - - - - - - - - - - - - - Voter Services The Registrars of Voters are authorized by the State of Connecticut to direct all elections within the Town. At the present time, voting in an election or referendum is through the use of a voting machine. Voting at a Town Meeting may be by voice or paper ballot.
Office Hours Office hours vary depending on the work load and sessions mandated by statute. Posted office hours are Tuesdays from 10am to 12pm. Changes in the Voting Process Many changes are being made in the voting process as the Help America Vote Act of 2002 (HAVA) presents new mandates. HAVA establishes new voting system standards for voting machines used in elections for Federal Offices. Suffield will be required to replace the old lever voting machines with voting systems that meet the H AVA mandated standards. Some of these voting system standards include providing access to individuals with disabilities, permiting voters to verify their votes before casting a ballot and createing a permanent paper record with a capacity for a manual audit. The ROV's office will be responsible for educating the public when the changes are made. New Voter Registration Requirements have been established by HAVA requiring first-time voters who register by mail to present identification either when registering or when voting in person or by absentee ballot. Identification includes: a valid photo identification or a utility bill, bank statement, paycheck, government check or other government document that shows name and address of the voter. Voter registration forms can be picked up at the Town Hall, Post Office, or downloaded from the internet. Provisional Voting has been established by HAVA requiring persons who claim to be registered in a jurisdiction but are not on the official voter list, are otherwise alleged ineligible to vote or are required to present identification when they appear to vote shall be offered and permitted to cast a provisional ballot. The ballot shall be promptly verified and counted if determined to be valid under State law. Poll Workers The Suffield ROV are always looking for individuals to become election officials. Absentee Ballot Voting Any qualified registered voter, if unable to vote in person, may vote by absentee ballot for one of the following reasons: -absence from town during all election hours -illness or physical disability -active service in the United States armed forces -religious tenets, which forbid secular activity on day of election, primary or referendum -working as an election official at a polling place other than your own.

Any person who will distribute five (5) or more absentee ballot applications to persons other than the individual's immediate family must register with and obtain Absentee Ballot forms from the Suffield Town Clerk before distributing the forms. An Absentee Ballot Application may be downloaded by an individual for: (1) the individual's own use; (2) the use of a member of the individual's immediate family; or (3) the use of a designee of the applicant.
